Palmer Ranch's I-75 Sound Wall Question Just Slipped to 2027, and the Next 5,700 Homes Hinge on the Same Interchange

Palmer Ranch's I-75 Sound Wall Question Just Slipped to 2027, and the Next 5,700 Homes Hinge on the Same Interchange

If you are looking at a Palmer Ranch home anywhere near the interstate between Clark Road and State Road 681, one question can't be answered this year. Nobody can say yet whether a sound wall will go up between that backyard and I-75. The Florida Department of Transportation's noise study for the I-75 at SR 681 project is still underway. The public hearing where FDOT will present its findings was supposed to happen this fall, and it is now tentatively set for February 2027.

The same study decides more than noise barriers. It will shape the interchange that Palmer Ranch East's town center needs before it can be built. Sarasota County advanced that project last month. So the southern edge of Palmer Ranch is moving on FDOT's schedule, whatever the developer's approvals say.

What changed between January and September

The Palmer Ranch Master Association has been passing along FDOT's project updates in its newsletters. Two of those updates, eight months apart, show the schedule slipping.

The January update, printed in the Master Association's February 2026 newsletter, said the noise study would determine "whether noise barriers, such as sound walls, are feasible and effective options for nearby communities," and that "specific barrier locations have not been confirmed yet." The September update, printed in the October 2026 newsletter, says the study uses both existing and projected traffic to decide whether barriers "may be feasible and cost reasonable in affected areas." Neither update names a neighborhood or reports a result.

The February dates are also labeled tentative. No start times or comment deadline have been published yet.

What the study covers, and what it still hasn't said

FDOT's project, numbered 454095-1, is a Project Development and Environment study. It is looking at converting the SR 681 interchange from partial to full access and adding auxiliary lanes on I-75 between SR 681 and the Clark Road interchange. The study limits run along I-75 from south of SR 681 to south of Clark Road, plus SR 681 west of the interstate as far as Lorraine Road. That is the stretch of interstate that forms Palmer Ranch's eastern boundary.

What we know as of early October 2026:

  • The project is in the PD&E phase and has been since early 2024.
  • Auxiliary lanes are under study for the full SR 681 to Clark Road segment.
  • Whether noise barriers are warranted depends on a study that isn't finished.
  • Alternatives and noise findings will be presented at the February 2027 hearings.

None of the published material I reviewed says which neighborhoods are being evaluated for barriers, where each auxiliary lane would run, or which ramp movements full access would add. For a buyer, that means a home's position along this corridor carries an open question that a listing page can't answer, and won't be able to answer until next year at the earliest.

Studying the interchange is funded. Building it isn't.

The money behind each phase explains why the timeline runs long:

  1. PD&E study. Started in early 2024. FDOT's latest estimate puts completion in summer 2027.
  2. Design, or preliminary engineering. The Florida Transportation Commission's review of the FY 2026/27 to 2030/31 tentative work program lists $3.010 million for I-75 at SR 681 interchange improvements in fiscal year 2029. A transportation planner told county commissioners on Sept. 8 that FDOT is considering moving design up to 2028.
  3. Construction. Not yet funded. According to FDOT, the interchange ranks second in priority behind the Bee Ridge interchange. A January 2026 Sarasota/Manatee MPO meeting packet lists the upgrade as an unfunded need in the 2050 plan.

None of the published figures I found is a total construction estimate. The work program numbers are phase budgets.

Why Palmer Ranch East is waiting on the same ramps

On Sept. 8, 2026, the Sarasota County Commission voted 4-0 on four motions for Palmer Ranch East, a Hugh Culverhouse company's project on 2,351 acres east of I-75. At build-out over 20 years, it would have up to 5,702 homes and 1.48 million square feet of nonresidential space. As Business Observer reported, it comes from Palmer Ranch Holdings, the same developer behind the original Palmer Ranch.

The largest numbers in that plan depend on a town center. Without the comprehensive plan amendment that creates it, the project would be capped at 4,702 units and 300,000 square feet of nonresidential space. The town center would add up to 1,000 residential units, with up to half designated as affordable housing, along with 600,000 square feet of commercial space, 630,000 square feet of office space and up to 250,000 square feet of light industrial space. Project officials said it would be built only after the interchange is converted to full access. Planner Jim Paulmann of Stantec explained the reasoning in terms of land supply:

"Working with the EDC, we understand that what's left in Sarasota County are 5- and 10-acre parcels that would have to be sandwiched in between other developments. This is the only place where you could get a corporate relocation, and this is very important at an interchange."

The approval isn't final either. Commissioners sent the comprehensive plan amendment to the state for review, and assuming the state approves it, it comes back to the Commission for adoption. Nine members of the public spoke at the hearing, and most opposed the project. The chair of the environmental group ManaSota-88 argued that a new interchange could create a bottleneck during hurricane evacuation. Residents of Toscana Isles raised safety concerns about Knights Trail Road, which Lorraine Road will connect to. The county Planning Commission had recommended approval 5-3.

The last piece of the original Palmer Ranch sits at the same exit

West of the interstate, the original Palmer Ranch development has used up its last increment. Increment XXXI covers about 45 acres south of SR 681, west of I-75 and east of Honore Avenue. The application proposed 500 multifamily units, 300 hotel rooms and 85,000 square feet of nonresidential space. According to the Herald-Tribune, the county Planning Commission recommended approval on a 6-1 vote in October 2025. County commissioners then approved it 4-0 on Dec. 16, 2025, as WMNF reported, calling it the final phase of the original Palmer Ranch development.

That puts the last original parcel and the first parcel of the next phase on opposite sides of the same partial interchange. Both sit inside the area FDOT is studying.

Lorraine Road is the piece with firm dates

The north-south route meant to carry local traffic through this area has its own schedule, and that schedule is more definite. Lorraine Road South runs in three segments between Clark Road and Knights Trail Road. Sarasota News Leader coverage of the Sept. 8 vote lays out where each one stands.

Segment

Builder

Status as of Sept. 2026

First section, 1.95 miles

LT Ranch Community Development District

Completed as four lanes

Segment B, 2.42 miles

Three Rivers Stewardship District, with the county

Design and permitting done. County share of $21,553,052 approved. Expected complete by Dec. 31, 2028

Segment C

Palmer Ranch/McCann Holdings LTD

Design and permitting expected December 2026. Construction agreement expected late 2026

The county's share of Segment B comes from the fourth round of its penny sales tax program. At the Palmer Ranch East hearing, a transportation planner said Lorraine Road, which runs through that property, would reduce traffic on I-75.

Questions buyers ask about this corridor

Can I find out now whether a specific Palmer Ranch home will get a sound wall? Not from published sources. As of FDOT's Sept. 22, 2026 update, the noise study was still underway, and FDOT plans to present its findings at the February 2027 hearings. FDOT keeps its project information at swflinterstates.com.

Is the Master Association assessment going up with all this activity? No. On Sept. 24, the Palmer Ranch Master Association Board of Trustees approved the 2027 budget, and the annual assessment stays at $175 per assessable unit for calendar year 2027. Individual neighborhood associations set their own budgets separately.

Is any other road work coming to Palmer Ranch soon? Sarasota County plans to resurface McIntosh Road from Clark Road to US 41 during its 2027 fiscal year. A contract award is expected in November, and work could start as early as January 2027.
